DNS by default uses TCP/53 and UDP/53, so an ISP could quickly and easily block traffic on those ports with minimal difficulty. However, you could set up a personal DNS server in AWS/Azure/Google/etc and run it on whatever port you want, then force all my devices to use this customised DNS setup (not as easy as it sounds by the way).
